Regarding the comparison between Tina and Katsuragi, I could get the appearance bit, but their personalities, at least regarding whether they are sexual maniacs or dumb, are actually not even that similar at all. I can't comment on what Katsuragi's actual intellect is like since I'm not very familiar with Senran Kagura (the little I do know came from wikis and it really doesn't mention in any way her intellect), but I do know that Tina's fairly intelligent, as she does know what goals she has and has a clear objective on how to get to them. Not to mention, she actually outsmarts several characters, like her father Bass in DOA5 where she tricked him into revealing himself by revealing her plans to run for governor (remember, at the time, Bass was incognito during the DOA tournament).
As far as sexual maniacs, they couldn't be any more different: Katsuragi, from what I've read about her at least, actually spends her time trying to grope her fellow female students and overall being a sexually perverted character (she's actually pretty similar to Charlie Harper's abandoned lesbian daughter in Two and a Half Men), which is implied to be a mask regarding insecurities caused by her ninja parents being forced to abandon her to become runaway shinobi. Tina, aside from her stage role having her flaunt her body (she's a professional wrestler) is never even implied to have sex or doing any perverted behaviors even once, much less enough times to qualify as a sexual maniac.
